A BOQ is not paperwork for the contractor's benefit. It is the document that lets you check a quote line by line, and the one most clients never ask for.
Most construction disputes in Zimbabwe are not really about workmanship. They are about a number that was agreed before anyone knew what it covered.
A bill of quantities is the antidote. It breaks a project into measured items (cubic metres of concrete, square metres of brickwork, linear metres of skirting) and attaches a rate to each one. The total at the bottom is a consequence of the lines above it, not a figure someone arrived at privately.
What you should be able to do with it
- Check any single item without renegotiating the whole contract.
- See exactly what a variation costs, because the rate already exists.
- Procure materials yourself if you choose to, against known quantities.
- Track spend against progress rather than against the calendar.
- Compare two contractors on the same measured basis instead of on two different guesses.
The three things to look for
First, that quantities are measured rather than assumed. A BOQ that gives round numbers for everything has not been measured off a drawing.
Second, that preliminaries are itemised. Site establishment, security, temporary works and supervision are real costs. When they are buried inside the rate for brickwork, you cannot see what you are paying for them.
Third, that provisional sums are labelled as provisional. An item that has not been designed yet cannot be priced yet, and pretending otherwise just moves the argument later.
If a contractor cannot produce a BOQ, they are not refusing paperwork. They are telling you the price has not been worked out.
When to ask for one
At design stage, not after plan approval. Cost feedback is only useful while the drawing can still change. Once plans are approved and submitted, every saving costs a redesign.
